Tips to promote my site?

here's the thing. i've been reading posts on this forums practically all day and the more i read more confused i get. i am trying to promote my forum which is fairly new to get more traffic. i myself don't know that much about backlinking, seo and all that mambo jambo but i am trying to learn. the problem is i don't know where to start.
some people are saying "this" is great, others that it sucks and it can get very confusing for a newbie in all this like myself.
what would you recommend? where to start and how to best promote my site?
